Pylyp Orlyk Foundation Joined the VI Forum on Legal Reforms for Civil Society
On September 16, Kyiv hosted the VI annual Forum on Legal Reforms for Civil Society “Responsible for Resilient Democracy,” organized by the Center for Democracy and Rule of Law (CEDEM).
Participants of the Forum included representatives of state authorities, civil society organizations, international institutions, and donor organizations. Among them were First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Kornienko, representative of the EU Delegation to Ukraine Asier Santillán Luzuriaga, as well as representatives of the Ministry of Justice, the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Social Policy, Family and Unity, the Kyiv City State Administration (KCSA), and the civil society sector.
Representatives of the Pylyp Orlyk Foundation took part in the Forum — Oleksii Yushchenko, Head of the Legislative Activity Area, and Oleh Zaiarnyi, Scientific Advisor to the Pylyp Orlyk Foundation. During the discussions, they joined the conversation on pressing issues of civil society development, the legal environment for the activity of civic organizations, and the participation of CSOs in shaping state policy.
One of the central topics of the Forum was the discussion of the new National Strategy for Promoting the Development of Civil Society for 2027–2032. Discussion participants talked about which tasks and mechanisms should be included in the document to strengthen the capacity of civil society, its participation in democratic reforms, and European integration processes.
“I focused my participation in the first panel discussion on questions to the speaker, as well as on individual proposals for shaping the future strategy for civil society development, its priorities, especially amid the systemic digital transformation of the state and the risks posed by the war,” — noted Oleh Zaiarnyi.
Special attention during the Forum was given to the role of coalitions and networks of civic organizations under wartime conditions and their impact on improving legislation. Participants discussed how CSO coalitions can influence the shaping of state policy, take part in European integration processes, build interaction with the state, and maintain shared goals amid the war.
According to Oleksii Yushchenko, holding such events is extremely important, since dialogue between the authorities and the civil society sector is the key to the further development of civil society in Ukraine and the building of our state on the core values of democracy and the rule of law.
The Forum also presented the sixth annual story competition “Civil Society, Business, and Government — Best Practices of Cooperation,” aimed at highlighting successful examples of interaction between civil society, the state, and business.
The VI Forum on Legal Reforms for Civil Society took place as part of the Civil Society Week in Ukraine.
