Pylyp Orlyk Foundation Advisor Helps Draft Ukraine’s AI Framework Law
Oleh Zaiarnyi, academic advisor to the Pylyp Orlyk Foundation, Doctor of Law and professor, has joined the working group of the Verkhovna Rada Committee on National Security and Defense. The information law expert is helping prepare key provisions of the draft law “On the Basic Principles of Artificial Intelligence Regulation.” The document is intended to establish the fundamental rules and principles of state AI regulation in Ukraine.

According to the drafters, the future law will not regulate specific technologies or products but will instead serve as a framework document defining the rights and obligations of market participants, approaches to risk management, and the specifics of using artificial intelligence across various sectors.
What the AI framework law covers
It concerns, in particular, the use of AI in e-commerce, personal data processing, electronic communications, cybersecurity, and other areas where algorithmic systems are already becoming part of critically important processes.
“The framework law defines the tasks and principles of regulation, and the status of participants in relations concerning the development, application, and implementation of artificial intelligence. It also establishes the specifics of using AI in various spheres of public life — from e-commerce and personal data to cybersecurity,” explains Oleh Zaiarnyi.
A human-centered approach to regulation
One of the key ideas behind the draft law is a human-centered, risk-based approach that currently underpins international AI regulation. This means the state must simultaneously create conditions for innovation and prevent risks to individuals, society, and the state.
“The task of the law is to ensure a balance between the risks that may arise during the development and use of artificial intelligence and the need to protect human rights and freedoms, guarantee security, and take business interests into account,” emphasizes Oleh Zaiarnyi.
Regulating AI use in defense
A separate part of the work concerns national security and defense. According to Oleh Zaiarnyi, military applications of artificial intelligence require a distinct approach, since the requirements for such technologies differ significantly from the civilian sector.
“We proceed from the premise that the use of artificial intelligence in the national security and defense sector must be regulated by special legislation. It should meet the state’s defense needs, support the development of Ukraine’s defense industry, and at the same time take international humanitarian standards into account.”
Next steps: discussion and registration of the draft law
The next working group meeting will take place at the end of August. The document is later expected to be put forward for broad public discussion. Only after the recommendations received have been taken into account may it be registered in the Verkhovna Rada as one of the legislative drafts shaping state policy in the field of artificial intelligence.
Oleh Zaiarnyi was selected for the working group on the recommendation of the Research Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine. The expert notes that this current work continues his earlier academic research. At the end of 2025, with Oleh Zaiarnyi’s involvement, a teaching and methodological guide was prepared, which already outlines the conceptual foundations of the future law.
