Ministry of Youth and Sports and Pylyp Orlyk Foundation to Launch Joint Projects on Ukrainian Identity
The Ministry of Youth and Sports of Ukraine and the Pylyp Orlyk Foundation NGO have signed a Memorandum of Cooperation that defines priority areas of work in strengthening Ukrainian national and civic identity and youth policy.

Priorities of the Partnership
The partnership is aimed at developing initiatives and projects that promote Ukrainian identity, the popularization of Ukraine’s history and statehood, the preservation of national memory, fostering respect for state symbols, the Ukrainian language, traditions, and socio-state values.
“This is especially important to us, because with one step we are solving several key tasks at once. First, we are strengthening our forces against Russian propaganda around the world. Second, we are supporting the #UnRussiaUN initiative. Third, we retain the ability to scale cultural and educational initiatives aimed at strengthening civic unity and Ukrainian identity,” said Artem Mykolaichuk, Chairman of the Board of the Pylyp Orlyk Foundation.
Why This Matters in Wartime
The special significance of this direction is heightened amid full-scale war, when millions of Ukrainians have been forced to live abroad. Preserving a connection with the Ukrainian language, culture, history, and socio-state values is an essential pillar of support for Ukrainian national and civic identity, regardless of place of residence. That is why both sides are developing cultural, educational, and informational projects as a tool for strengthening ties among Ukrainians both within Ukraine and abroad, supporting belonging and responsibility for the future of the state.
Countering Disinformation and Building Media Literacy
Within the framework of this cooperation, developing civic unity, critical thinking, and media literacy, as well as implementing initiatives aimed at countering the disinformation and propaganda of the aggressor state, will also become important directions. The Memorandum also envisions joint work on popularizing the history of Ukraine and Ukrainian culture. An important area is the creation of modern educational and communication formats — from public discussions and informal education to digital products, documentary projects, and youth cultural initiatives.
At the same time, the Memorandum provides for the implementation of cultural, communication, and educational projects aimed at developing youth potential, supporting active civic participation, and strengthening social resilience amid the war and Ukraine’s eventual recovery.
Support for Youth from Temporarily Occupied Territories
Among the key directions of the cooperation is creating new opportunities for young people, particularly young people who have relocated from Ukraine’s temporarily occupied territory, supporting their self-realization and engagement in social processes. In addition, both sides will join forces on projects aimed at fostering respect for state symbols, the Ukrainian language, socio-state values, and civic responsibility.
Such cooperation will make it possible to combine the expertise of the public and government sectors to implement projects that help young people better understand the history and value of their country, develop civic responsibility, and take an active part in Ukraine’s recovery. As we previously reported, the Pylyp Orlyk Foundation has already signed similar memoranda with government institutions for the implementation of joint cultural and educational initiatives.
